Overview

In late July 2026 Argentine federal police detained a woman in Tigre suspected of operating a network that recruited civilians and former security personnel to travel to Ukraine and fight Russian forces, promising high salaries despite lacking contracts or clear job descriptions. The investigation followed the interception of four men at Buenos Aires’ Ezeiza Airport who claimed they were heading to Ukraine for construction work. Within days, a legislative initiative was introduced by Deputy Ramiro Gutiérrez to amend the Penal Code, defining mercenaries and criminalising the creation, financing and operation of illicit private armed groups. The proposal, which excludes official armed forces and UN‑mandated missions, aims to curb transnational recruitment networks and protect national security.
