Argentina National Autism Spectrum Disorder Plan

The Argentine Ministry of Health has implemented the National Plan for Autism Spectrum Disorder (ASD) through Resolution 1115/2026. Signed by Minister Mario Lugones, the plan establishes a public policy paradigm to ensure coordinated, comprehensive care, early detection, and timely intervention for individuals with the condition.

Managed by the National Directorate for Integral Mental Health Approach, the strategy aims to unify efforts across public and private sectors and various jurisdictions to ensure continuity of treatment, rehabilitation, and medical follow-up. The initiative incorporates research, training, and the generation of epidemiological information through six key pillars: promotion and prevention, human resources training, support for families, research and innovation, intersectoral coordination, and epidemiological diagnosis. It specifically emphasizes the use of screening tools in primary care to identify early warning signs in children.

In accordance with Law 27.043 and Decree 777/2019, the plan is designed to be implemented without additional budgetary expenditures, instead utilizing the reorganization and optimization of existing infrastructure and resources. This approach has drawn criticism from experts who argue that without specific funding or clearly defined provincial targets, the plan may struggle to achieve its objectives.

Further concerns have been raised by civil associations, such as Aprende a volar in Chubut, regarding the plan’s potential impact on disability coverage. Critics warn that ambiguous terminology and vague diagnostic criteria could jeopardize the Unique Disability Certificate (CUD), potentially forcing families to privately fund essential therapies. Additionally, advocates have noted that the plan lacks adequate support and infrastructure for the adult population, focusing primarily on childhood interventions.
