Overview

The Argentine government has moved to privatize the Belgrano Cargas freight network, along with the San Martín and Urquiza passenger lines, by utilizing the Regime of Incentives for Large Investments (RIGI). This tender package, valued at over US$200 million, is expected to reach the award stage by early 2027.

Regarding urban transit in Rosario, initial reports indicated that the proposed mixed underground-above-ground subway system had been archived due to a lack of political consensus and financing following the 2023 national elections.

However, subsequent efforts to revive the Metro Rosario project emerged, with Argentine national deputy Diego Giuliano and Rosario councilman Juan Monteverde traveling to Mexico City. The delegation presented the proposal to the Chinese state-owned enterprise CRRC to explore technological cooperation and engaged with Mexican authorities to study large-scale public transport integration systems, such as Metro and Cablebús, for potential implementation in the Santa Fe province.
