Argentine administrative reforms for community organizations

Overview

Regional and local governments in Argentina are implementing measures to reduce bureaucratic burdens on community organizations and neighborhood clubs.

In Jujuy, the provincial government issued Decree No. 5763-JG-2026 to simplify accounting controls for foundations, associations, sports clubs, and school cooperatives. Under this new regime, lower-budget organizations in Category I will no longer need to prepare full balance sheets, instead submitting a simplified ‘Statement of Resources and Expenses’ certified by a local accountant. Governor Carlos Sadir indicated that future steps include the complete digitalization of these processes through a new web platform.

In the City of Buenos Aires, the Legislature has granted initial approval to a bill designed to facilitate the administrative, building, and urban regularization of local sports and social institutions. The proposal includes a special plan to improve safety, hygiene, and infrastructure while simplifying administrative procedures. It also offers the possibility of waiving non-tax fines and interest related to previous administrative non-compliance, alongside access to preferential credit lines through Banco Ciudad to fund facility improvements.
