Overview
Argentina is implementing economic measures to manage currency usage and stimulate specific sectors. To support the real economy, Economy Minister Luis Caputo announced a policy allowing banks to provide dollar-denominated loans to companies that do not generate foreign currency. These companies are required to liquidate the obtained dollars through the official exchange market.
To mitigate risks of currency mismatches and prevent a repeat of the 2001 financial crisis, the Central Bank of Argentina (BCRA) has imposed strict safeguards. Lending to non-exporting firms is capped at 15% of a bank’s total foreign currency deposits, and banks must meet higher capital requirements and undergo rigorous stress tests. BCRA President Santiago Bausili noted that the central bank does not anticipate a “boom” in these loans.
While mining, energy, and agriculture continue to grow, sectors such as construction and mass consumption face challenges characterized by declining purchasing power and a lack of job growth.
Regarding exchange rates, the official retail dollar rate is averaging $1,515.01. Although exchange controls have been lifted, a 30% surcharge remains on the ‘card dollar’ for foreign credit and debit card expenditures, serving as an advance on Income Tax. Depending on the institution, card dollar rates currently range from approximately $1,956.50 at Brubank to $1,982.50 at Banco Piano.
