Armed Criminal Group violence in Papua Pegunungan

Overview

On September 9, 2026, three civil servants from the Jayawijaya Agriculture Office—identified as Aprida Rapi (49), Alfonsius Albinus Mehan (35), and Wili Mbuik (25)—were killed in a shooting in Muliama District, Papua Pegunungan. The victims were part of a group of 11 officials traveling to review paddy field cultivation and distribute livestock assistance to local communities.

Reports from the Jayawijaya District Military Command, the Damai Cartenz Task Force, and local police indicate the attackers are suspected to be members of the Nduga-based Armed Criminal Group (KKB). The attackers reportedly intercepted the group and separated eight indigenous Papua residents from the others, specifically targeting the three non-indigenous members. In a disturbing development, reports indicate the perpetrators used a victim's mobile phone to make video calls to their families while laughing. Police investigators have identified two suspects, PN and KT, who are currently on the wanted list.

Following the incident, Indonesian lawmakers have called for government action. Member of Parliament Mafirion Syamsuddin Rogo characterized the shooting of civilians performing public service as a ‘serious human rights violation.’ Additionally, Commission I member Oleh Soleh urged the government, TNI, and Polri to develop a comprehensive roadmap to eradicate the KKB in Papua rather than relying on reactive measures.

Minister of Agriculture and Head of the National Food Agency, Andi Amran Sulaiman, referred to the deceased as ‘food heroes’ who died while performing humanitarian duties. He emphasized that despite the critical security situation, food and livestock assistance programs in the Highland Papua region will continue, noting that achieving food self-sufficiency remains a strategic priority.
