Armenia-Azerbaijan border intrusion incident

Overview

On October 1, an Azerbaijani soldier, Nasimi Musayev, entered the village of Shaki in Armenia’s Syunik province. Armenian authorities report that Musayev entered a private residence and shot a 39-year-old woman, Ani Avetisyan, who sustained serious injuries while attempting to protect her children. Musayev faces multiple charges in Armenia, including illegal border crossing and weapons smuggling, while Azerbaijani authorities noted he left his military unit in the Lachin area without authorization.

Armenian Prime Minister Nikol Pashinyan rejected using Musayev as leverage in prisoner exchange negotiations with Azerbaijan, stating that border crossing incidents should be treated separately from other detainee cases to avoid setting a precedent.

Following the incident, the Armenian National Security Service (NSS) declined to provide specific details regarding the timing or location of the intrusion, citing state secrecy laws regarding border protection and counter-intelligence measures. The Armenian Investigative Committee has initiated a criminal case regarding the matter.
