Armenia‑Azerbaijan prisoner dispute

Entities: Baku · Hakari bridge · Nikol Pashinyan · Ruben Vardanyan · Armenian Government

Overview

In early July, Armenian politician Davit Ishkhanyan warned that Azerbaijan was increasing pressure on Armenia regarding the return of prisoners captured during the 2020 war. By early August, families of missing Armenians and a coalition of civil‑society, human‑rights and expert organisations had mobilised, meeting with security officials and debating protest actions. The coalition issued a joint statement demanding the immediate, unconditional release of all Armenian detainees in Baku, citing humanitarian law, the need for medical care, legal representation and family contact, and calling for international monitoring of the trials.

In early August 2026, the Armenian government announced it would facilitate a meeting in Baghdad between Veronica Zoonabendi, the wife of detained Armenian businessman Rubén Vardanyan, and Armenian officials. Zoonabendi had sent an open letter to Prime Minister Nikol Pashinyan expressing her intention to join an international humanitarian delegation to Baku. The same civil‑society coalition reiterated its demand for the release of all Armenians held in Azerbaijan, including political figures, and urged Armenian authorities to support Zoonabendi’s humanitarian mission, addressing the United Nations, the European Union and the Council of Europe.
