Armenian legislative and human rights developments

Armenia is undergoing various legislative and human rights developments. Following parliamentary elections, debates emerged regarding state funding for political groups like the ‘Wings of Unity’ movement and the ‘Armenian Meritocratic’ party, which met the 2 percent threshold for taxpayer-funded support despite not entering the National Assembly.

Concurrently, the Ministry of Internal Affairs proposed reforms to detention and imprisonment laws to align with international standards, focusing on accessibility for persons with disabilities and protecting the rights of detainees.

Legislative efforts have expanded to include proposals to criminalize domestic violence as a distinct offense through a victim-centered legal framework. Anna Hakobyan, Executive Director of the ‘My Step’ Foundation, recently held a closed meeting with the Civil Contract Party parliamentary faction to discuss this initiative. The proposal aims to move beyond technical legal changes toward a comprehensive legislative and law enforcement mechanism. The faction expressed support for the initiative, with the first phase involving the development of a full regulatory package following consultations with domestic and diaspora experts.

In the realm of human rights, officials have formally appealed for the protection of Armenian prisoners of war held in Azerbaijan following reports of abuse. Additionally, legislative changes are being proposed for the Humanitarian De-escalation and Expertise Center to align its charter with updated state management structures, including adjustments to board membership and the allowance of online meetings.
