Aruba social and environmental developments
Overview
Aruba continues to manage various social and environmental issues. Regarding immigration, Minister of Justice Arthur Dowers announced that the transition period for the ‘Hunto pa Progreso’ program, specifically ‘Trayecto 4’, will end on October 31, 2026. This deadline affects 120 individuals with temporary permits who must secure employment or a guarantor to regularize their status. Additionally, a temporary policy was introduced to legalize the residency of certain minors who entered the country before October 21, 2026, provided they have at least one parent living legally in Aruba.
Separately, the island is addressing public safety concerns following investigations into deaths occurring while individuals were in police custody, including the death of Juan Carlos Croes.
On the environmental front, the government is conducting a public consultation for the ‘Aruba 30x30’ initiative. In collaboration with the Aruba Conservation Foundation and the Blue Marine Foundation, the Directorate of Nature and Environment (DNM) is inviting community feedback on four proposed scenarios for offshore marine protection. This online consultation period runs through November 27, 2026.
New regulatory measures have been announced for the tourism sector. A registration process for short-term vacation rentals, including villas, apartments, and guesthouses, will open on November 1, 2026, with a deadline of January 31, 2027. Under this temporary non-enforcement framework, owners must register each unit individually to obtain a unique identification number.
In education, the Ministry of Education and the Department of Education Aruba (DEA) have initiated a national dialogue regarding MAVO secondary education. Other developments include a financial ultimatum from Horacio Oduber Hospital to AZV and the receipt of a scientific report regarding gambling participation.
