ASEAN-related security meetings in the Philippines
Overview
In late October 2026, the Philippines is set to host significant regional security gatherings. A Quad summit involving the United States, India, Japan, and Australia is expected to take place in Manila on the sidelines of ASEAN meetings, with U.S. Secretary of State Marco Rubio indicating the summit aims to “announce concrete actions” regarding maritime security in the Indo-Pacific and critical mineral cooperation.
Concurrently, the 13th ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus) is scheduled for October 28–29 in Cebu. This forum includes 11 ASEAN member states and eight dialogue partners, such as China, Russia, and India. The Indian delegation, led by Defence Minister Rajnath Singh, is expected to engage in bilateral talks to review strategic partnerships. In response to these events, Philippine authorities have raised security alert statuses and mobilized thousands of personnel to secure conference venues and routes.
