Austria e-moped regulatory reclassification

Overview

Austria is implementing new legal regulations for e-mopeds effective October 1, 2026, reclassifying them as motor vehicles rather than bicycles. Under the new rules, e-moped riders must hold at least an AM class driver’s license, wear a crash helmet, carry third-party liability insurance, and register their vehicles with a license plate. The legal blood alcohol limit for riders will also decrease from 0.8 to 0.5 per mille.

The changes are expected to affect approximately 20,000 private individuals. The ÖAMTC has noted that these stricter regulations may render thousands of existing vehicles practically unusable due to a lack of practical registration options for many models, effectively creating a ban on certain older e-moped models. The food delivery sector is also facing significant shifts, with services like foodora transitioning fleets to bicycles and e-bikes.

Following the implementation, the new regulations have caused mobility challenges for individuals with disabilities. Some citizens, such as a resident of Scheffau am Wilden Kaiser with severe physical limitations, have reported being unable to use electric scooters on safe bicycle paths, impacting their independence and ability to navigate their environment.
