Austrian healthcare system disparities and coverage gaps

Overview

Recent studies have highlighted significant systemic issues within the Austrian healthcare system, focusing on disparities in service access and gaps in insurance coverage.

In Upper Austria, research commissioned by the Chamber of Labour indicates a notable difference in surgical waiting times based on insurance type. On average, public insurance patients waited 20 weeks for surgery, compared to 8 weeks for those with private supplemental insurance. The study also reported allegations of improper practices, with approximately one in ten respondents claiming they were offered ways to shorten wait times, such as through cash payments or visiting private doctors. While the President of the Chamber of Physicians contested the study’s validity and methodology, health officials from KAGes maintained a ‘zero-tolerance principle’ regarding payments for prioritized care.

Separately, a study commissioned by the Austrian Health Insurance Fund (ÖGK) found that up to 0.6 percent of the resident population—potentially as many as 57,000 people—may lack health insurance coverage. Researchers noted that individuals often lose protection during status transitions or due to extraordinary life circumstances. Experts have called for improved social assistance and guaranteed access to emergency medical facilities to address these gaps.
