Austrian inclusive education and reform efforts
Overview
A coalition of approximately 30 disability and education initiatives in Austria launched a series of “action days” to demand increased funding and personnel for inclusive education. Protesting under the slogan “Education for all instead of opportunities for a few,” the group organized demonstrations across seven federal states to demand the expansion of inclusive kindergarten places and the removal of caps on special educational support. Organizers noted that while 5% of compulsory school students required special support in 2024/25, current financial equalization only provides resources for 2.7% of students.
Following these demands, educational reforms have been introduced at both municipal and national levels. In Vienna, a new process was launched to redesign the funding system for private kindergartens to increase inclusion placements and establish minimum standards. Nationally, the Ministry of Education began publishing school data through the “individual competence measurement PLUS” (iKM PLUS) to increase transparency.
A new comparative report by Lebenshilfe Österreich, Diakonie Österreich, and Inklusion Österreich has since highlighted significant regional disparities, describing access to inclusive education as a “residential lottery.” In the 2024/25 school year, 31,411 students were identified as having special educational needs, yet more than one-third (36.6 percent) attended special schools. Regional inclusion rates vary drastically, from 84 percent in Styria to 43 percent in Tyrol. Critics argue that even states with higher rates fall short of the UN Convention on the Rights of Persons with Disabilities, noting that current investments still favor special schools over inclusive models.
