Austrian insurance and healthcare expenditure trends
Overview
Austrian insurance tax revenues and healthcare expenditures have shown significant growth. In 2025, total tax revenue from insurance and fire protection rose by 5.2 percent to 4.41 billion euros, driven by increases in both general insurance tax and motor insurance tax.
Broadly, healthcare spending in Austria increased by 60 percent between 2015 and 2024, reaching 52.1 billion euros. This growth outpaced the nominal increase in gross domestic product, which rose by 44.4 percent. Public healthcare spending rose by 64.9 percent to 39.5 billion euros, while private healthcare spending grew by 46.3 percent to approximately 14.95 billion euros. As a result of these trends, approximately 40 percent of the Austrian population now holds private health insurance. Industry executives note that demand for supplemental insurance is rising due to a shrinking working-age population and increased life expectancy.
Recent developments highlight growing financial pressures within the system. In Austria, four in ten citizens report skipping dental treatments due to financial constraints. Furthermore, investigations are underway in Styria regarding allegations against the Barmherzige Brüder organization; reports suggest a pharmacy may have applied markups exceeding 1,000 percent on certain medications, potentially costing the state millions of euros through hospital loss coverage.
