Azerbaijan defense industry and security cooperation

Overview

Azerbaijan is expanding its international defense and security partnerships through significant industrial and intelligence agreements.

In cooperation with Slovakia, Azerbaijan has entered into a framework agreement for the production of 100 automatic mine throwers. This partnership involves a three-stage technology transfer plan where production shifts from Slovakia to a joint effort, and finally to full production within Azerbaijan. Additionally, the two nations have established protocols for the exchange of classified information, ranging from ‘secret’ to ‘top secret’, to be shared via approved cryptographic methods.

Simultaneously, Azerbaijan and Turkey have signed defense industry agreements exceeding $500 million during the ADEX 2026 exhibition in Baku. These deals include the procurement of Hürkuş-II training aircraft and Alp-100 radar systems, alongside a preliminary agreement to establish a strategic production facility in Nakhchivan. This facility is intended to facilitate the local manufacturing of precision-guided munitions and air defense systems. The cooperation also extends to research and development through memorandums of understanding between the Turkish Higher Education Council and the defense ministries of both nations.
