Overview

In the first half of 2026 Azerbaijan’s “Tax Free” scheme returned 4.36 million manats to foreign visitors, marking a 10.8% decline from the previous year as tourist arrivals fell 15.8% and overall tourist spending dropped 22.9%. Domestic consumers, however, received more than 104 million manats in VAT refunds for retail, cultural, medical and hotel purchases.

Later in July, the Finance Ministry reported a 6.8% rise in non‑oil budget revenues to 10.981 billion manats for the January‑June period, now representing over half of total state receipts. The Central Bank kept the dollar‑manat parity unchanged, signalling stability in exchange rates despite the shifting revenue mix.
