Azerbaijan housing and property administration

In Azerbaijan, discussions have emerged regarding the legalization of hundreds of thousands of undocumented residential properties. Many of these structures are built on agricultural land, which prevents owners from securing legal titles. Metin Aynullayev, head of the State Service on Property Matters, noted that these buildings lack legitimate documentation due to unauthorized land use or construction violations. To address this, Vugar Orudz, chairman of the Azerbaijan Appraisers Association, proposed an “emlak amnistiyası” (property amnesty) to reclassify agricultural land as residential, allowing homes to enter the formal economy.

Separately, the government has utilized digital platforms to manage housing distribution. Through the ‘Discounted Housing’ electronic system, a coordinated effort by several state agencies resulted in the sale of 535 apartments in the Lankaran, Shirvan, and Yevlakh Residential Complexes. Authorities stated these digital sales processes are intended to ensure transparency and security in accordance with presidential instructions.
