Overview
Azerbaijan has engaged in high-level security diplomacy focused on counter-terrorism and international cooperation.
In mid-September, Colonel General Ali Nagiyev, head of Azerbaijan’s State Security Service, visited China to participate in the V Global Public Security Cooperation Forum. During this visit, officials met with China’s Minister of Public Security, Wang Xiaoshun, to discuss global security threats and information exchange. The forum resulted in the adoption of the ‘2026 Action Plan on Global Counter-Terrorism’.
Later in the month, the Baku Security Forum convened intelligence and security officials to address transborder threats, such as cyberattacks and terrorist networks utilizing new technologies. The forum included a side event with the United Nations Office of Counter-Terrorism to examine national capacities and operational partnerships.
