Balearic Islands public administration and fiscal issues

The Balearic Islands government is facing scrutiny regarding its public administration, specifically concerning rising personnel costs and leadership instability.

The Independent Authority for Fiscal Responsibility (AIReF) reported that payroll expenses for public employees have increased by nearly 20% over two years, reaching approximately 2,400 million euros annually. This growth is driven by staff expansion in health and education, as well as negotiated salary improvements. AIReF warned that if this expansion is not contained, the government may face “more demanding and complicated fiscal adjustments” to meet spending rules.

Parallel to these fiscal concerns, the General Directorate of Emergencies and Interior has experienced significant leadership turnover. Between October 2024 and July 2026, eleven high-ranking officials departed the department through resignations or transfers. While the regional government characterized these as “common movements within the public service,” other reports attributed the turnover to labor tensions involving the current director general.
