In early July 2026 the European Union approved a €40 million grant to modernise the North Macedonian army, delivering the first batch of equipment and earmarking funds for regional medical projects. A week later the United States formalised a $302 million loan to Albania to accelerate its armed‑forces modernisation and to build facilities for NATO and U.S. troops. The assistance programme continued later in the month. On 10 July the U.S. loan to Albania was confirmed, underscoring Washington’s intent to maintain a strategic foothold in the Balkans amid broader great‑power competition. On 14 July North Macedonia received the second shipment of American Stryker armoured vehicles, part of a €339 million bilateral procurement that also includes UAVs, cyber‑defence gear and air‑defence components. The deliveries aim to improve mobility, protection and interoperability with NATO standards. On 27 July 2026 the Albanian parliament ratified the $302 million U.S. military‑financing agreement. Administered by the U.S. Defense Security Cooperation Agency, the loan can be activated within 48 months and must be repaid over twelve years. Its approval raised Albania’s defence budget to roughly €738 million, supporting the country’s goal of reaching NATO’s 5 % of GDP defence‑spending target by 2035. Government leaders described the deal as historic, while opposition parties protested the fast‑track procedure, boycotted the vote and called for greater transparency. The ratification was contested by opposition leader Sali Berisha, who called the accelerated parliamentary process unconstitutional, and MP Agron Shehaj reportedly obtained a confidential copy of the agreement. The vote passed 74‑0 with no abstentions out of 140 deputies.
