Overview

In early July 2026 the European Union approved a €40 million grant to modernise the North Macedonian army, delivering the first batch of equipment and earmarking funds for regional medical projects. A week later the United States formalised a $302 million loan to Albania to accelerate its armed‑forces modernisation and to build facilities for NATO and U.S. troops. The assistance programme continued later in the month. Its approval raised Albania’s defence budget to roughly €738 million, supporting the country’s goal of reaching NATO’s 5 % of GDP defence‑spending target by 2035. Government leaders described the deal as historic, while opposition parties protested the fast‑track procedure, boycotted the vote and called for greater transparency. The ratification was contested by opposition leader Sali Berisha, who called the accelerated parliamentary process unconstitutional, and MP Agron Shehaj reportedly obtained a confidential copy of the agreement. The vote passed 74‑0 with no abstentions out of 140 deputies.
