According to the 2026 European Attractiveness Survey by Ernst & Young, Latvia led the Baltic states in this sector, accounting for 46% of all new jobs created by foreign investment projects in 2025. Latvia launched 28 projects generating 1,015 jobs, surpassing Lithuania’s 30 projects that created 887 jobs and Estonia’s seven projects that created 306 jobs. The Investment and Development Agency of Latvia noted a continuing need to attract more technologically sophisticated investments to secure higher-paying roles.
