Bangladesh e-rickshaw regulatory framework

Overview

The Bangladesh Local Government Division has introduced new regulations to manage battery-run, low-speed three-wheeled rickshaws (e-rickshaws) within city corporation areas. The framework mandates registration and licensing to improve transport discipline. Each vehicle must obtain a unique QR-code-based registration number and number plate, with registration valid for five years. To ensure safety, vehicles must possess a fitness certificate based on technical specifications from the Bangladesh University of Engineering and Technology.

New restrictions prohibit e-rickshaws from operating on national highways, expressways, elevated expressways, BRT corridors, and footpaths. Drivers are required to follow lane discipline and are prohibited from using mobile phones while driving. Vehicles must also be equipped with speedometers or odometers.

In Dhaka, the government is implementing a color-coded zoning system. The capital will be divided into eight zones, split between the Dhaka North and Dhaka South City Corporations. Vehicles will be assigned specific colors and are prohibited from operating outside their designated zones. While formal driving licenses are not immediately mandatory, drivers will initially receive identification cards as part of a phased system.

Registration is set to expand to 13 city corporations nationwide. Fixed fees have been established for two-passenger models at Tk 8,000 for registration and Tk 4,000 for annual renewal, while four-passenger models require Tk 10,000 for registration and Tk 5,000 for renewal. Mandatory fitness certificates will be required for all annual renewals.
