Bangladesh government contractual pay scale restructuring
Overview
The Bangladesh Ministry of Finance issued a new eight-point directive to establish salaries, allowances, and benefits for contract employees in government offices, autonomous institutions, and state-owned banks. These regulations, signed by Joint Secretary Sharif Nazrul Islam, are retroactive to July 1, 2026, and replace a 2016 notification.
Following the issuance, implementation has faced complications affecting approximately 1.4 million government employees, 800,000 pensioners, and 600,000 MPO teachers. Technical difficulties within the Integrated Financial Management Information System (iBAS++), along with discrepancies in grade sequences and house rent allowances, have delayed the rollout of increased salaries and arrears.
Some employees reported that certain grade transitions could lead to a net decrease in monthly income. For instance, a promotion from the 10th to the 9th grade might increase basic salary but cause a significant drop in house rent allowance, potentially reducing total earnings by up to 1,900 BDT. Consequently, officials will temporarily receive salaries based on the old structure while the Finance Division works with experts to resolve these inconsistencies.
