The U.S. Department of Defense and the U.S. Air Force have awarded Boeing a sole-source, indefinite-delivery/indefinite-quantity (IDIQ) contract for the F-15 Eagle Crest program. The contract has a maximum spending ceiling of $131.23 billion and is intended to cover aircraft production, systems integration, modernization, upgrades, retrofits, and sustainment through August 2037. Much of the work is expected to be centered in St. Louis, Missouri. The program is designed to consolidate F-15 operations to increase speed and reduce administrative burdens for both domestic requirements and Foreign Military Sales (FMS). The initial ordering period is scheduled to run through August 24, 2031, with an option to extend the window until August 24, 2036. The contract also facilitates FMS opportunities for several allied nations, including Japan, Israel, Saudi Arabia, South Korea, and Singapore, with potential involvement from Indonesia and Poland. In a significant expansion of the procurement program, the U.S. Air Force has doubled its order for the Boeing F-15EX Eagle II, increasing the total from 129 to 267 aircraft. These modernized fighters are intended to replace aging F-15E Strike Eagles. However, the Pentagon has raised concerns regarding rising costs and technical complexities, noting that each unit is priced at approximately $94 million. The program also faces logistical hurdles, including supply chain shortages for GE engines, Elbit cockpit displays, and Collins Aerospace ejection system cartridges. There remains a strategic risk that essential parts may go out of production before the fleet is complete, potentially requiring expensive technical redesigns.
