Overview
In mid-July 2026, Bolivia’s legislature intensified scrutiny of public finances following a major corruption scandal. Deputy Julieta Jiménez called for reinforced fiscal control of the National Health Fund (CNS), ordering audits by the state comptroller, the Ministry of Economy, and the Justice Ministry. Documentation supplied by Deputy Andrea Ballivián highlighted that 44 million bolivianos had reached the personal accounts of five officials, prompting an interpellation of Health Minister Marcela Flores.
A week later, Deputy José Maldonado backed a proposal to recover 233 million bolivianos spent on the annulled 2019 election and to curb fraud in social-benefit programs. The plan involves the prosecutor’s office and the comptroller, introduces a new household-registry system financed by a $12.5 million IDB loan, and earmarks $485 million for the Renta Dignidad program.
In early August, retirees of the CNS filed a formal complaint urging the public prosecutor to investigate general manager Germán Hoyos over a suspected overprice in a 43 million-boliviano CT-scanner purchase. Further investigations revealed a 2025 report from the Procuraduría regarding a court sentence against two CNS officials involving the irregular purchase of hospital equipment in El Alto, resulting in an economic loss of 54.37 million bolivianos. Additionally, a 2023 report identified a suspected network in Cochabamba that allegedly sold nursing positions and contracts for up to $3,000.
Parallel investigations in Paraguay have progressed. On 4 August, former Instituto de Previsión Social (IPS) president Jorge Brítez was placed under house arrest after posting bail. Prosecutor Julio Ortiz charged Brítez, ex-president Vicente Bataglia, and eight other former IPS officials with misappropriating roughly 61,000 million guaraníes through contracts for modular operating-room projects and equipment that were never installed. Bataglia fled to Italy on 23 July before a detention order was issued.
