Peru security operations against crime and extortion

Overview

Peru has implemented large-scale security operations to combat rising crime and extortion, specifically targeting the public transportation sector. The Ministry of the Interior activated ‘Plan Escudo’ (Shield Plan), which involves the deployment of the National Police and the Armed Forces to secure transport yards and passenger stops in Lima areas such as Villa María del Triunfo and Pachacámac.

This strategy combines physical presence with joint intelligence efforts between police and military forces. To facilitate rapid responses, transport units are being connected to the 105 Emergency Central. In addition to the efforts in Lima, security forces expanded operations to other regions. In Piura and Sullana, the National Police, the Peruvian Army, and the Public Ministry executed ‘Rastrillaje 2026’, a sweeping operation designed to strengthen territorial control and identify suspicious activity in strategic sectors.

To combat transnational organized crime, the Peruvian National Police (PNP) has strengthened cooperation with the FBI following a memorandum of understanding signed during the transition government of José María Balcázar. PNP General Commander Óscar Arriola confirmed that the agreement was signed approximately three and a half months ago, aimed at dismantling foreign criminal gangs involved in extortion and contract killings. U.S. Ambassador Bernie Navarro confirmed the arrival of FBI specialists to reinforce a liaison unit working alongside the PNP’s High Complexity Crime Investigation Unit (Grecco). The United States is providing advanced technology, logistics, specialized training, and high-level professional assistance.

Despite these operational developments, President Keiko Fujimori has maintained that ‘no formal agreement with the FBI has been signed yet.’
