Bolivian fuel supply and energy sovereignty measures
Overview
In response to a declared energy and social emergency, the Bolivian government has implemented measures to manage fuel supplies and enhance energy sovereignty.
Initially, the government issued Supreme Decree 5729 to authorize the import and commercialization of Grade 100 aviation gasoline by private entities and airport fuel plant operators. To facilitate this, a 0% import tariff was established through December 31, 2027, though these imported fuels will be sold at market prices without the IEHD subsidy.
Following these import measures, the government, YPFB, and agro-industrial representatives reached an agreement to increase the ethanol blend in gasoline. This phased implementation will raise the mixture to 15% on November 1, 2026, and to 18% by April 1, 2027. The initiative aims to reduce reliance on imported gasoline and stimulate domestic sugarcane production.
