Escalating legal and social disputes over Bosco Ospizio
Overview
The redevelopment of the 45,000-square-meter Bosco Ospizio area in Reggio Emilia has escalated into a complex legal and social conflict. While Conad Centro Nord holds permits to construct a supermarket and public service buildings, the project faces intense opposition from environmental groups and residents of the Sergio Stranieri neighborhood.
Protests have intensified, with activists entering their 15th day of a permanent sit-in to protect the green space. While protesters successfully delayed construction machinery, they have also filed a formal complaint with the prosecutor's office to halt the works. Local councilors have joined the opposition, specifically criticizing the planned 691 free parking spaces, arguing the scale of the project contradicts the administration’s ‘15-minute city’ goals and sustainable mobility policies.
Despite this, the community remains divided. A committee of citizens met with Mayor Marco Massari to express support, arguing the plan provides a necessary balance by restoring socio-sanitary services missing since 2005 and creating a 23,000-square-meter park.
Negotiations have also taken place between the Assemblea Bosco Ospizio and Conad Centro Nord. While the assembly advocates for transforming the area into a community urban forest, Conad has maintained its intention to proceed with the supermarket, stating it cannot abandon the project due to millions of euros already invested. The company remains firm on its refusal to reduce the scale of urbanization.
