Brazil 2027 textbook program rollout

Entities: Brazil · Ministério da Educação (MEC) · Programa Nacional do Livro e do Material Didático (PNLD) · Fundo Nacional de Desenvolvimento da Educação (FNDE) · Base Nacional Comum Curricular (BNCC)

Overview

In July 2026, producers of Braille textbooks warned that the Federal National Development Fund for Education (FNDE) had not yet issued the procurement call for the 2027 edition of the National Textbook Program. Because Braille volumes require six to nine months to produce, the missed May‑July window could leave up to 45,000 blind and low‑vision students without materials at the start of the school year. The Brazilian Association of Assistive Technology described the situation as an unprecedented institutional and pedagogical crisis, while FNDE maintained that the tender was proceeding on schedule but did not specify a new release date.

Later that month, the Ministry of Education announced that the 2027 cycle of the National Book and Material Program (PNLD) would launch with an expanded digital platform, allowing teachers and students to download free textbooks and literary works online. The catalogue includes 2,878 titles with accessibility tools for low vision, dyslexia and other needs, and introduces new curriculum components such as Computing, Digital and Media Education, a Text Production volume, optional foreign‑language study, and regional history and geography titles. The rollout aims to support universal literacy by the end of second grade while integrating the expanded Base Nacional Comum Curricular (BNCC).
