Brazil agricultural production and fertilizer initiatives

Overview

Brazil is pursuing legislative measures to strengthen its agricultural sector and food security. In late August 2026, a proposal was introduced for the National Program for the Development of the Peanut Productive Chain (Proamendoim). This initiative seeks to address declining yields and shrinking planted areas, particularly in São Paulo, by providing specialized credit and infrastructure support for storage and renewable energy.

Following this, President Luiz Inácio Lula da Silva sanctioned the Fertilizer Industry Development Program (Profert). This law aims to reduce the country’s heavy reliance on imported fertilizers, which currently account for over 80% of domestic consumption. The program mandates a gradual increase in the use of domestic synthetic and mineral fertilizers in products sold within Brazil, starting with a 2% minimum volume in July 2027 and rising to 10% by 2037. The National Council of Fertilizers and Plant Nutrition (Confert) will monitor these results through annual reports. While signing the law, the President vetoed a clause that would have restricted the definition of fertilizers solely to those produced within national territory to avoid legal conflicts.

Recent data from the Companhia Nacional de Abastecimento (Conab) underscores these vulnerabilities, noting that Brazil imported 45.5 million tons of fertilizer in 2025. While imports of nitrogenous and phosphatic fertilizers fell by 8.7% between January and May 2026, the average internalization price rose by 14.4%. This resulted in a 4.4% increase in total expenditure despite lower volumes. Beyond pricing, geopolitical conflicts, trade restrictions, and logistical bottlenecks in transport and storage continue to impact production costs and farmer profitability.
