Consequently, national voucher coverage has dropped to an average of nine working days per month—a 4.4% decrease from the previous year. This deficiency forces employees to pay significant out-of-pocket supplements, which in some regions like Santa Catarina reach 103.1% of the benefit's total value. The mismatch is most acute in Roraima, where vouchers cover only six days.
