Brazil education investment and OECD comparisons

Overview

Recent OECD data highlights a disparity in Brazil’s education funding and outcomes compared to international averages. While Brazil’s public education spending as a percentage of GDP (4.5% in 2023) exceeds the OECD average of 4%, the actual annual expenditure per student is US$ 4,133, which is approximately 30.39% of the OECD average. This per-student spending lags behind regional neighbors such as Chile and Costa Rica.

Data also indicates a downward trend in Brazil’s education investment as a share of GDP, falling from 5.5% in 2015 to 4.5% in 2023. Furthermore, only 25% of Brazilians aged 25 to 34 hold a higher education degree, significantly lower than the 49% average among OECD nations.

In response to these findings, Brazilian higher education managers met with OECD representatives in Paris to address challenges regarding sector investment and access. Stakeholders emphasized the need for strategic partnerships and innovation to improve youth access to higher education.
