Brazil advances electric vehicle battery recycling policy

The Brazilian Senate’s Environment Committee has approved a bill to establish the National Policy for the Circularity of Vehicle Batteries. The Originally proposed by Senator Jaques Wagner, the legislation seeks to regulate the reuse, traceability, and recycling of batteries from electric and hybrid vehicles. The approved text includes a substitute report by Senator Confúcio Moura and an amendment by Senator Hamilton Mourão. This amendment provides flexibility for reverse logistics through sectoral agreements or specific regulations to prevent increased costs from impacting the emerging domestic electric vehicle industry. The policy may also include a battery passport system to manage shared responsibility between producers and users. The This legislative move follows rapid market growth, with the Brazilian Electric Vehicle Association (ABVE) reporting 177,000 electric vehicle registrations in 2024, an 80% increase from the previous year. The proposal is set to move Following its passage in the Senate, the proposal—identified as Senate Bill PL 2.132/2025—has moved to the Chamber of Deputies. A key component of the advancing legislation is the implementation of a “battery passport” system, modeled after digital identity initiatives in China, India, and the European Union. Using tools such as QR codes, this system aims to prevent fraud in the used vehicle market by providing individual traceability for batteries. It would allow users to access data regarding chemical composition, manufacturing dates, accident history, charge cycles, and current health status. Additionally, the policy mandates shared responsibility among manufacturers, importers, retailers, and owners for the proper collection and disposal of battery cells to ensure environmental compliance.
