Rio de Janeiro police operation controversy

In October 2025 a large‑scale police raid, Operation Contenção, was carried out in the Alemão and Penha favela complexes. More than 2,500 officers participated and the operation caused over 120 deaths, making it the deadliest police action in recent Brazilian history.

In June 2026 a survivor, Douglas Christian da Silva, testified that he was shot by police during the raid, sustaining severe injuries and alleging that evidence had been fabricated to justify the shooting. His account added a personal dimension to concerns about police misconduct.

Later that month the Ministry of Justice reviewed body‑camera footage from the BOPE special battalion and found that a minority of officers had deliberately disabled or removed their cameras during the October raid. The Supreme Court set a deadline for forensic analysis of the recordings.

On 25 June 2026 the Rio de Janeiro State Public Prosecutor's Office, working with Gaesp, released a detailed audit of 51 BOPE officers’ footage. It showed that 17 % of the cameras were deliberately removed and a further 7.8 % exhibited intentional image obstruction, while the remaining 82 % functioned correctly. The prosecutor’s office filed eight complaints against 27 officers for alleged illegalities, including weapon appropriation, vehicle part theft, unlawful home entry and obstruction of camera footage.

The Supreme Court minister Alexandre de Moraes subsequently mandated the Federal Police to complete a review of the footage within 90 days. The Ministry of Justice has launched autonomous criminal investigations, instituted real‑time monitoring of operations, and invoked the ADPF 635 “Favela” case to enforce compliance. Recommendations issued in December 2025 and March 2026 call for joint operational protocols and enhanced use of portable cameras (COPs). Testimonies from detained participants and victims’ families are being systematically gathered as the inquiry proceeds.
