Brazil federal budget containment and reallocation

Overview

In early October 2026, the Brazilian Ministry of Planning and Budget implemented a total expenditure freeze of approximately R$ 16.056 billion within the Executive Branch to comply with fiscal rules. The Ministry of Defense and the Ministry of Education were the most heavily impacted sectors, facing freezes of R$ 4.344 billion and R$ 1.325 billion, respectively. While the total amount of contained funds decreased by R$ 1.97 billion compared to the previous period, allowing for the release of some resources to the Ministry of Cities and the Ministry of Health, R$ 3.304 billion in parliamentary amendments remained frozen.

By late October, the administration of President Luiz Inácio Lula da Silva canceled R$ 345.78 million in budget allocations specifically targeting the Ministry of Defense, the Armed Forces, and the Federal Highway Police (PRF). These cuts included R$ 226.51 million from the Ministry of Defense, affecting the Army, Air Force, and Navy, as well as R$ 119.26 million from the PRF budget. The government stated these cancellations involved removing spending authorizations rather than reducing actual salaries or benefits. The reallocated funds were directed toward social programs, such as the Continuous Cash Benefit (BPC) for people with disabilities, and pharmaceutical assistance through the Unified Health System (SUS).
