Brazil fuel price transparency legislation

In mid‑July 2026 a bill (1071/26) introduced by Deputy Amaro Neto sought to stop fuel stations from charging different prices for cash and Pix payments, requiring a single displayed price and setting fines, refunds and possible suspension for violations. The proposal was under final review by the Chamber of Deputies' Consumer Defense and Constitution & Justice committees and still needed Senate approval.

Later that month the Chamber advanced a separate proposal (PL 4788/25) from Deputy Guilherme Boulos that would obligate fuel stations, LPG retailers and, under the expanded scope, refineries, importers and distributors to itemise the full composition of fuel prices on consumer receipts. The required breakdown lists five components – producer or importer cost, any bio‑fuel surcharge, federal taxes (CIDE, PIS/Pasep, Cofins), the state ICMS tax and the gross commercial margin – and applies to gasoline, ethanol, diesel and LPG. The bill expands Law 12.741/12, which already mandates tax‑component disclosure, and has been granted urgency status, allowing a possible fast‑track plenary vote. Data from the Instituto de Estudos Estratégicos de Petróleo, Gás Natural e Biocombustíveis show the distribution margin in gasoline rose from 16.1 % in April 2024 to 20 % in July 2025, reinforcing calls for greater transparency. Both measures remain subject to Senate approval and, for PL 4788/25, eventual presidential signature.
