Brazil has established new regulations for health professional residency programs through Resolution No. 2/2026, issued by the Ministry of Education and the National Multiprofessional Health Residency Commission. The rules provide legal security for residents to engage in various educational activities, including master’s and doctoral programs, research projects, and postgraduate courses, provided these do not interfere with mandatory workloads. The regulation allows for up to 240 hours per year to be credited toward residency through authorized activities such as experiences within the Unified Health System (SUS). The regulation lists 13 types of permitted educational offerings, and the Multiprofessional Residency Commission (Coremu) must provide prior authorization for residents to use these activities toward their residency hours. While the new rules allow for certain scholarships and academic integration, residents are still prohibited from holding additional employment that would compromise their residency workload or create incompatible employment bonds. Following these regulations, Brazil has reopened applications for health and medical residency programs, allowing institutions to create new programs or expand existing ones. Applications must be submitted by August 31 through the SisCNRM or Sinar systems. Eligible applicants include universities, federal institutes, states, municipalities, SUS schools, public foundations, and private health or teaching institutions. Through the Pró-Residência program—a partnership between the Ministry of Education and the Ministry of Health—funding is provided for scholarships to train specialists in strategic areas and priority territories. In this second call, priority is given to programs in the North, Northeast, and Central-West regions. The new notices aim to expand capacity significantly, projecting up to 3,000 scholarships for medical residencies and up to 1,000 for other health professional areas.
