Brazil INSS retirement and social security regulations

Overview

The Brazilian National Institute of Social Security (INSS) has implemented specific transition rules for retirement following Constitutional Amendment 103. These rules apply to workers who had not met retirement requirements before the November 13, 2019, reform.

Transition frameworks include a points-based system requiring 91 points for women and 101 points for men, alongside a ‘50% toll rule’ (pedágio) for those nearing retirement at the time of the reform. Additionally, special rules exist for high, medium, and low-risk occupations.

To assist with these processes, the INSS has introduced digital tools via the ‘Meu INSS’ portal and application. This free simulator uses National Social Information Registry (CNIS) data to help workers project various retirement scenarios, including age-based, point-based, and toll-based systems. While the tool provides estimates based on current legislative rules, it is not a substitute for an official benefit request.
