Brazil judicial budget and vacancy planning

The 2027 budget planning process in Brazil has begun to outline significant allocations for judicial staffing. In the state of Piauí, the Court of Justice (TJ PI) approved a budget proposal including R$ 5.66 million to fund a public civil service examination intended to fill 25 permanent positions. This is part of a broader R$ 96.17 million package covering judicial demands such as salary adjustments and allowances.

At the federal level, the Brazilian Federal Government submitted the 2027 Annual Budget Law Project (PLOA) to the National Congress. The proposal forecasts 5,131 positions within the federal Judiciary, consisting of 3,263 vacancies for immediate filling and 1,868 for new roles. These vacancies are distributed across several institutions, including Labor Justice (2,042), Federal Justice (1,617), Electoral Justice (962), the Superior Court of Justice (141), and the National Council of Justice (156), among others. The document notes that these figures represent budgetary provisions and that actual hiring remains subject to final budget approval and resource availability. Projections indicate a decrease in forecasted vacancies compared to 2026 estimates.

Technical notes from the Chamber of Deputies and the Federal Senate indicate that personnel spending for the Judiciary, the Union Public Prosecutor's Office, and the Public Defender's Office exceeded the Executive branch's original calculations by approximately R$ 2 billion. To manage deficits from 2025 and 2026 and adhere to the fiscal framework, the Executive branch has implemented strict growth limits on these expenses. The total global amount allocated for personnel in the project is R$ 464 billion, which remains R$ 7 billion below the permitted limit.
