Brazil’s public‑security forces continue to grapple with chronic understaffing and pronounced regional pay differences. Significant gaps were specifically noted in Tocantins, Goiás, and Amapá. The Civil Police also face a substantial shortage of 78,575 vacant positions, with an occupation rate of 55.2%. Beyond state-level security, federal agencies are also struggling with personnel shortages.
