Brazil legislative deadlock over presidential vetoes

The Brazilian National Congress has faced significant legislative deadlock centered on a backlog of presidential vetoes. In July 2026, Senate President Davi Alcolumbre cancelled a joint Congress session due to a lack of consensus between Senate and Chamber of Deputies leaders regarding the list of pending vetoes. This impasse, influenced by political rifts between the Senate leadership and President Luiz Inácio Lula, stalled voting on several priority measures, including public security reforms and mining regulations.

By August 2026, legislative activities resumed with a substantial backlog of 99 presidential vetoes, 87 of which were actively blocking the voting agenda. These vetoes affect critical sectors such as health, education, and social policy, as well as budget guidelines. Concurrently, the Supreme Federal Court has begun addressing "pautas-bomba"—legislation that creates mandatory expenses or tax benefits without designated funding—marking a judicial shift toward requiring specific budgetary authorization for new public expenditures.
