Brazil municipal children’s welfare initiatives

Overview

In late July 2026 the municipality of Guarujá began drafting a Municipal Plan for Early Childhood, emphasizing data collection, family and professional consultation, and the integration of education, health, social assistance, culture, sport and mobility for children aged zero to six. The plan stresses a diagnostic phase and continuity across administrations.

A week later, municipalities in São Paulo state (Cotia) and Ceará (Crato) launched a series of local conferences on children’s and adolescents’ rights. Cotia organized pre‑conferences in community centres and schools to feed into a municipal conference on strengthening the rights‑guarantee system and participatory democracy. Crato’s cycle, held in local settlements and CRAS centres, addressed gender equity, violence prevention and protection against child labour, following national guidelines from CONANDA and the Estatuto da Criança e do Adolescente.

Together, these actions illustrate a growing municipal focus in Brazil on coordinated, data‑driven planning and community‑based dialogue to improve child welfare, early childhood development, and the protection of children’s rights across different regions.
