Brazil passport issuance restrictions

Overview

In late July 2026 Brazil’s Ministry of Foreign Affairs ordered its embassies and consulates in Europe and the United States to curb passport production abroad, limiting output to essential and emergency documents because of a budget shortfall. The directive followed earlier austerity measures and sparked unrest among locally hired diplomatic staff, who warned of a possible strike over stagnant wages and chronic understaffing.

By early August, the policy was extended to all U.S. consulates. On‑site printing was halted and passports began to be produced centrally by the Casa da Moeda do Brasil, then shipped to consular posts. The change was driven by a surge in demand that exceeded the allocated budget for passport‑booklet material. Issuance numbers rose sharply from 195,600 in 2024 to 274,000 in 2025, with a record 33,000 requests in July 2026. The new centralized process can take up to eight weeks, affecting Brazilian citizens needing travel documents.

The union representing Ministry of Foreign Affairs staff warned that limited funding would continue to restrict passport issuance, highlighting the broader impact of Brazil’s fiscal constraints on its overseas services.
