Social security and benefit administration in Brazil involves various programs, including the Microempreendedor Individual (MEI) coverage, the Pé-de-Meia student incentive, and the PIS/Pasep wage bonus. As of late August 2026, the Instituto Nacional do Seguro Social (INSS) reported a significant reduction in its benefit analysis waiting list, which fell to approximately 1.282 million requests, a 59% decrease from January 2026. In early September 2026, the Ministry of Social Security announced that the INSS waiting list was ‘zeroed’ as of August 2026. To maintain this momentum, Brazil promulgated Law 15.497, which aims to accelerate the processing of social security claims and reduce backlogs. The new legislation reduces the timeframe for a process to be included in the Benefit Management Program (PGB) from 45 to 30 days. Under these rules, requests remaining without a conclusive response for 30 days, or those exceeding judicial deadlines, will be compulsorily transferred to the PGB task force. The PGB’s scope has also expanded to include the analysis of initial benefit concessions, following the Senate’s approval of Provisional Measure 1.369/2026. Other regulatory changes in September 2026 include the return of the maximum margin for payroll-deductible loans to 45% for INSS retirees and pensioners following the expiration of Provisional Measure (MP) 1.355/2026. To streamline administrative tasks, the Ministry of Social Security and the Superior Electoral Court (TSE) confirmed that INSS beneficiaries who vote in the 2026 elections will have their attendance automatically recorded as ‘proof of life,’ though failure to vote will not result in benefit suspension. Regarding fiscal policy, the government adjusted the 2026 budget to accommodate a 15% increase in Bolsa Família benefits, raising the minimum from R$ 600 to R$ 691. This adjustment, estimated to cost R$ 5.8 billion, is funded by reducing expenditure projections for Social Security, the Continuous Cash Benefit (BPC), and other administrative costs. Consequently, the fiscal deficit estimate has been raised from R$ 52 billion to R$ 80.9 billion.
