In early July 2026 Brazil’s development bank BNDES released the National Urban Mobility Study (ENMU), outlining 187 large‑scale public‑transport projects for the 21 biggest metropolitan areas, targeting over 3,000 km of new metro, rail, BRT and light‑rail lines through 2026 and a 15‑year horizon at an estimated cost of R$400‑430 billion. On 28 July he highlighted Minas Gerais road‑safety data – 9,559 accidents in 2025, many involving trucks – underscoring the need to shift freight from highways. The long‑delayed Ferrovia Norte‑Sul, intended to link agricultural and mining regions to export ports, is being revived as a strategic backbone. On 29 July ANTT held a public hearing on a concession for the 4,247‑km Malha Sul network, proposing to split it into three corridors (Paraná‑Santa Catarina, Mercosul, Rio Grande) that move roughly 80 % of cargo to the ports of Paranaguá and São Francisco do Sul.
