Brazilian disability rights and tax law developments

Overview

In Brazil, disability rights groups and media outlets have focused on legal developments regarding tax reforms and benefits. Initially, the Movimento PcD e Raros, representing 57 entities, demanded a retraction from the Estadão newspaper after an editorial described a Supreme Federal Court (STF) ruling as “populismo do judiciário” (judicial populism). The STF had unanimously ruled that certain aspects of Tax Reform were unconstitutional because they excluded persons with disabilities from specific benefits.

Following these legal developments, the YouTube channel Diário PcD launched a new news format to provide more accessible coverage of disability rights and tax laws. This programming includes analysis of STF decisions and specific legal actions (ADIs 7779 and 7790), as well as new regulations from the Government of São Paulo regarding IPVA tax exemptions for people with disabilities.
