Brazilian municipal anti-racism school protocols

Brazilian municipalities are implementing new protocols and training programs to combat racism within public school systems.

In Vila Velha, the Municipal Education Secretariat and the Coordination of African, Afro-Brazilian, and Indigenous Studies developed a protocol to provide legal procedures for identifying, registering, and reporting racial incidents. This initiative seeks to ensure institutional accountability and monitor school actions. Similarly, Teresópolis established regulations through Ordinance SME/GS nº 18, which mandates immediate educator response to discrimination and prohibits dismissing incidents as “jokes” or “misunderstandings”. The Teresópolis ordinance also requires formal registration of all occurrences and the integration of anti-racist education into the curriculum.

In João Monlevade, the Municipal Secretariat of Education organized training sessions for educators to strengthen these efforts. Aligned with the National Policy for Equity, Education for Ethnic-Racial Relations, and Quilombola School Education (PNEERQ), the training focused on empowering coordinators to identify, intervene, and refer racial incidents within schools and early childhood education centers.
