Brazilian municipal licensing and administrative initiatives

Overview

Brazil has introduced several administrative and licensing programs at both national and municipal levels. The Ministry of Development, Industry, Commerce and Services (MDIC) launched a free 40-hour distance learning program through the National School of Public Administration (Enap) to modernize and debureaucratize municipal construction licensing processes.

At the local level, the municipality of Sumé in Paraíba opened a selection process for its ‘CNH Social’ program, providing free driver’s licenses to eligible low-income residents. Additionally, the Municipal Secretariat of Urban Mobility in Botucatu implemented the Electronic Notification System (SNE), a digital tool allowing vehicle owners to receive traffic violation notifications via an application and access potential discounts on fines.
